I don't think the problem here is with either the cops, the perps, or the customers... its with the moral inconsistency that seems pervasive across the whole of Thai society when it comes to sex workers, and the dissonant message that sends to all of the above about the ethically of the industry. Under those circumstances its impossible to discern the boundaries of decency, and indeed whatever boundaries there are seem to be dictated on a purely whimsical basis.

The net result is an impression that the laws and conventions regarding the adult industries in Thailand are dictated by the ability of the authorities to extort the providers, not the potential harm done to the victims, or the impact this culture has on the collective conscience of the nation, and perhaps more worryingly the collective conscience of its guests.
