is this the right costs and fees i am asked to pay for my retirement visa?

20,000 THb + 7% VAT is charged by the immigration lawyer

Government fees are --- 3,800 for re entry permit, 1,900 for tourist visa to non o, 2,000 for non o to retirement and 1,00 for transportation fee. is this the correct amount i should pay?

There is no fee of 2,000 baht if you already have a non immigrant visa. The 3,800 baht is not required and unless you plan more than 3 trips out of country not cost effective - single is 1,000 baht. Extension fee is 1,900 baht. 20k for a lawyer is your decision and entirely unnecessary. But you do need financial paperwork which will likely cost 200 baht to 2k or so depending on what is required. I would not expect to pay additional VAT fee to a lawyer (but perhaps I am wrong on that).

If you already have a non-immigrant visa then 1,900 baht gets you a 1 year extension of stay based on retirement. All the rest is optional, depending on your circumstances. Of course you must meet the age and financial requirements.

As said, you don't need a Lawyer and the price you mentioned is very high

If you can comply with rules which are pretty easy for a retirement extension you should receive it in one short visit.

Like others have said, prepare the documents yourself and apply in person, save the 20K. DO you meet the financial requirements, or is this why you are using a lawyer?

What is 1,00 for "transportation fee"?

There is a minor charge for copies, photos. There are shops near most immigration offices that know exactly what's required for copies, photos. No need to stress over the requirements.

If meeting the financial requirements via income letter, the embassy or consulate of the OP may charge as much as 2000 baht. If using bank account method, then maybe free or just a couple hundred baht fee from the bank.

Absolutely no need to use a lawyer (most are agents, not lawyers anyway). It may just raise more questions about whether the OP truly meets the financial requirements, unless the OP doesn't speak English or Thai, which could make it difficult to understand the immigration officers. Then an agent might actually be of service.
