i can only answer about the requirement of liquor licence. yes you need it. it is very very easy thing. you go to municipality it is 50 baht for 1 year. it takes 30 minutes to take the papers. pay 100 baht you can take the next years license too no need to go again in new year.this license is only valid for thai drinks if you want to sell imported drinks i am not sure but it will cost you about 2000 baht for 1 year.

Do a forum search on "opening restuarant" or similar in this sub-forum and the SME sub-forum. I recall some quite informative earlier threads with good detailed info
