I am holding a non-immigrant education visa "ED" with a multiple re-entry permit.

I entered Thailand on 11.August 2011.

Now I wanted to extend my visa for 1 year (student) at the Immigration Office in Hua Hin (because of the floods in Bangkok). I have all the necessary documents from my university for the extension.

At the Immigration office in Hua Hin I was told, that I have to pay an Application Fee of 1.900 Baht and the multiple entry fee of 3.800 Baht.

Now I am confused, because I thought that I already paid the multiple entry fee for 12 months at my home embassy (130 EUR for multiple entry versus 55 EUR single entry).

Do I really have to pay the 3.800 for multiple entry fee one more ? If that is the case, would it have been better (Cheaper) if I had only applied for a single entry visa at home ?

You appear to have obtained a multi entry non immigrant ED visa which can be used for one year and provide 90 day stays on any entry. It is not designed for extensions of stay. If you wish to extend you may do so during the final 30 days of any entry but will cost 1,900 baht and if you travel during the extension of stay a re-entry permit would be required to keep it alive. Also you must consider how long the extension would be. For Thai study it is often only 90 days and you would need a new extension and if any travel a new re-entry permit each time. It may be to your advantage to just use what you have rather than extend and make 90 day trips out/in for new 90 day stays.

You mention university, is it a real university level study and not a course offered by a university? If it is a real university study, you can get a 1 year extension of stay.

The re-entry permit you would only need if you plan to travel abroad.

Yes, I have obtained a multi entry non immigrant ED visa could be extended for 1 year, within the first 90 days.

I can have sure an extension for 1 Year, because I am studying 3 Trimesters at an government university.

Am I right, if I apply for a 1 year extension, my multiple entry permit will no more be valid and I have to apply for a new multiple entry permit at the cost of 3.800 baht.

This means, It would have been better to apply for a single entry visa at my home embassy an extend it to 1 year in Thailand and then apply for a multiple entry permit.

Is it right, that my multiple entry visa was fully useless, because it was bound to the first 90 days ?

Yes it is a real university level study.

I thought, I only had to extend this visa to one year (1.900 Baht) and the multiple entry would be valid 12 months independent of the extension.

Yes I want to travel into the neighbor countries. The problem is, that the time difference between the journeys could be more than 90 days.

You will need both the 1,900 baht extension and 3,800 baht re-entry permit (after getting the extension). Yes you would have been better served with a single entry visa cost wise.

OK, wrong decision.

One more question:

I hold the Non-Immigrant "ED" visa for multiple entries.

If I cross the border and return to Thailand the same day (or the same hour), do I have to fill out any forms or do I have to pay any fees ?

Or do I get just a stamp into my passport and thats it ?

With an acceptance letter from an accredited Thai School or University you will be able to get a "Non-Immigrant ED" visa from a Thai Embassy or consulate abroad. Additionally, those wishing to participate in conferences or training seminars can also apply for the Non-Imm ED visa.

This visa will allow you to stay in Thailand for 1 year subject to one extension within the first 90 days. 90 day reports to Immigration are required and a re-entry permit is necessary should you wish to leave the country. "

Am I right, that an extension after 90 days of first entering Thailand is no more possible, if I cross the border an return now (after 80 days) and I wait another 11-90 days I cannot apply more for an 1-year extension ?

When you return to Thailand you only fill in the arrival card and on the arrival card you fill in your visa number or re-entry permit if you have one. Next you get a permisison to stay in your passport and there are no fees.

Of course there are possibly fees for a visa for the other country you will be entering. I believe of the neighbouring countries you can only enter Malaysia without having to pay for a visa.

You can apply for an extension of stay during the last 30 days of any entry you make into Thailand on your multiple ED-visa. So in principle you can just leave the country every 90 days, leave and return just before the visa expires and get a new 90 days and so almost 15 months. During the last 30 days of that entry you can apply for a 1 year extension of stay.

I am holding a 1-yr Non-Imm ED, M visa too. Max every 90 days it required me to exit the Kingdom. Zero fee.

Question of clarification: If I change/convert this visa to a 1-yr extension, I will then involve with -

- so called 90-day reporting thru post, OR 90-day reporting thru physical reporting to the office (depending which area/changwat - is there a complete list on this difference practice vs area?)

- need to pay up THB1900 for a re-entry permit each time i want to leave n return back to the Kingdom

- paying THB??? for this 1-yr extension

Is my understanding correct?

Cos/time saving concern, is there anything like clone betw 1-yr non-imm ED M visa + 90day reporting - whereby one EITHER go in/out the Kingdom every 90day, OR do 90day reporting (thru post), no need re-entry permit nor max 90day-must-exit?

No there is no hybrid method. You either make 90 day border crossings on a multi entry visa or you extend for 1,900 baht for 90 days or one year (depending on school/study). If using extension you must report address every 90 days if you do not leave and to leave you must have a re-entry permit at 1,000 baht to return to continue extension stay.
