Schools in heavily flooded areas to reopen later

The Bangkok Metropolitan Administration (BMA) has postponed the reopening of schools in seven heavily flooded areas from December 6 to December 13.

BMA deputy governor Thaya Theepasuwan said the reopening date for schools in Sai Mai, Don Muang, Thawee Watthana, Nong Khaem, Bang Khae, Lak Si and Bang Bon districts had been delayed, but that they would prepare special classes to help students catch up.

Special classes for the primary level will be held every weekday from 2.30pm to 3.30pm and on the weekends from 8.30am to 2.30pm for 12 weeks. Students at the secondary level will be given special tutorials from 3.30pm to 4.30pm every day in addition to a sevenhour class on Saturday and a fivehour class on Sunday. Schools in the other 43 districts, which will open on December 6, will also hold special classes for students to catch up.

3 killed in Narathiwat gun attack

Three people were killed when unknown gunmen opened fire at a pickup truck in Narathiwat yesterday morning.

The victims were identified as Meusoh Ali, 44; Masolae Ali, 37; and Mahama Waemamu, 19. They were all related. The only survivor, Yaneeya Ali, 29, said the attackers - also in a pickup truck - fled after he shot back with his pistol.

"But my brother was shot and our truck swerved off the road," Yaneeya said. "After calming down, I went looking for help."

Police found 10 spent bullets from assault bullets and M16 machine guns at the attack site on the TanyongmasDusongyor Road in Rangae district.

According to Yaneeya, he and his brothers were carrying Bt300,000 in cash and were on their way to buy rubber trees.

Police say they are not sure if the attack was related to a trade conflict or the unrest in the deep South.

Samut Prakan prosecutor declines to indict excouncillor

The Samut Prakan public prosecutor yesterday decided not to indict former provincial councillor Samak Thiensuwan for the attempted murder of Pheu Thai MP Pracha Prasobdee.

The 84yearold Samak, who operates a transport business based in Pak Nam, surrendered himself on September 1 over accusations that he hired a gunman who injured Pracha in a shootout in the Phra Pradaeng area in May. Samak was later freed on bail.

Samak was present in Samut Prakan Court at 10am yesterday when the prosecutor announced that there was insufficient evidence to indict Samak, who would remain free pending the gathering of further evidence by police.

Samak later thanked police and the prosecutor for seeing that justice was served. He said he had been falsely accused, possibly by a politician who was jealous of his daughter's successful political career as a Samut Prakan councillor.

Garbage for some, gold for others

The Nation

Scavengers were overjoyed to find piles of damaged furniture and other discarded items in Bangkok's Bang Phlat area yesterday.

In fact, there were so many discarded items that Bang Phlat traffic police had to put up barricades to make way for Bangkok Metropolitan Administration officials to collect the garbage. However, the scavengers said these disposed items were valuable and could help them earn extra money.

Meanwhile, Pojaman na Pombejra, the exwife of former prime minister Thaksin Shinawatra, set up a tent on Sirindhorn Road near the Tang Hua Seng Mall to hand out lunchboxes to floodaffected residents yesterday.

Layoffs begin in Ayutthaya

Fourteen factories in Ayutthaya province that were hit hard by the recent flood disaster have laid off 3,787 workers, Ayutthaya's Labour Protection and Welfare official Wannarat Srisuksai said yesterday.

The businesses have agreed to pay a total of Bt91 million in compensations as required by law and the laid off workers will also be paid 50 per cent of their wage every month for six months by the Social Security Office, he said.

He added that this number was still small compared to the 300,000 workers in the other 5,000 factories in Ayutthaya who might end up getting laid off. Meanwhile, the Labour Ministry has reported that there are 50,000 vacancies in areas not affected by floods.

Wannarat said factories that continued hiring workers even though flood conditions stopped them from manufacturing goods could register with his office to get Bt2,000 per employee for three months. However, he said, this money would only be paid if the workers are given at least 75 per cent of their salary.

No running water for five hours

The Metropolitan Waterworks Authority (MWA) announced yesterday that water services in the east of Bangkok would be suspended from 11pm today to 4am tomorrow.

MWA will be turning off the pumps at its Samrong station and water will not be available in buildings on Sukhumvit Road from Bang Na intersection to Bang Pu, from the Samrong pump station to Chaophu Samingprai intersection, Soi Lasalle, the old railway road, Thai Ban Road, Sai Luad Road, Theparak Road, Srinakarin Road to Bang NaTrat Intersection, Suan Som Road, Suksawat Road from Khlong Bang Chak to the Phra Chulachomklao Fort. Immigration has made the following anouncement:

Extra services above (= Suan PLu and One Stop Service Center) will be beginning from 1st November, 2011 until Friday 9th December, 2011 ( at 4.30 pm.) and will be moved for services at Government Complex on Tuesday 13rd December, 2011

Now, Chaengwattana Rd. at the entrance of Government Complex the water level dropped almost to normal, small cars can pass.

You can use the temporary offices at Suan Plu and the One Stop Service center untill Friday the 9th. Monday the 12th is a government holiday, so immigration is closed (substitute constitution day) and starting the 13th thing will change to the normal situation and one can only use Cheang Wattana Road again.

PM: Removal of Big Bag Barriers Possible

The Prime Minister revealed that big bag barriers may be removed due to continued mob disputes that erupted in many areas.

Prime Minister Yingluck Shinawatra insisted that it's possible to dismantle all big bag barriers after residents demanded removal of the barriers to drain floodwater from their communities.

She revealed that the water drainage committee, the Bangkok governor, seven provincial governors of provinces bordering the capital, including Pathum Thani, Nonthaburi, Samut Sakhon, Samut Prakan, Nakhon Pathom, and Chachoengsao will come up with an effective water drainage plan.

As of now, Bangkok is capable of draining more water out.

Yingluck clarified that the flood management plan must be in line with the changing water situation.

Consequently, additional water pumps must be installed to expedite a drainage operation, while it is likely that all big bags barriers would be relocated.

The premier reiterated she gave guidelines to agencies involved to consider the impact on residents.

Yingluck believed that people in general would be satisfied with the new flood management plan, pointing out that each provincial governor represented public demand.

She added that the Bangkok Metropolitan Administration and the Flood Relief Operations Center have cooperated closely to look at the big picture and have planned an appropriate response to tackle the deluge.

Regarding residents who are protesting against the government's flood mismanagement, the premier said negotiations must be done peacefully in accordance with the law, and if there are violations of the law, officials must take legal action against those who break the law.

Shellfish Farmers Urged to Rush Harvest

The Fisheries Department warned shellfish farmers to quickly harvest their produce to avoid impact from the drainage of floodwater from the central region into the sea.

Director General of the Fisheries Department, Vimol Chantararothai, admitted that the massive floodwater being diverted into the sea might have an impact on many kinds of shellfish being raised in coastal provinces.

He noted that his department has advised shellfish farmers to quickly harvest their farm produce to save them from being affected by the drainage of floodwater from the central provinces into the sea.

Vimol added that his department has prepared relief plans for farmers after the flood subsides and will distribute fish and shellfish to affected farmers.

The Fisheries Department has also warned aquatic animal farmers living in areas prone to floods to keep an eye on the situation.

He suggested that they build barriers and arrange water pumps.
