Thighlander
I had to tuktuk from central to the outskirts for the chiang mai bus. I paid less than 100.
SlyAnimal
2 bus stations that I've been to, one in the centre of town and the other on the outskirts of town. There's also some random place on the side of the road, where buses going to Nong Khai just "Chill out" at, during the evening. I have no idea where this place is, but have had to take a tuk tuk there in the evenings a few times after the scheduled buses to Nong Khai have stopped from the central station. I've only been to the one on the outskirts once, that was when I took a 2nd class bus from Nong Khai to Udon, I wouldn't recommend it. In general, I'm pretty sure you don't need to goto the bus on the outskirts of the city ver often, only maybe if you're taking a 2nd class bus.
