If one holds a 1 year retirement visa with a multipe exit/re-entry endorsement, from what date does the 90 reporting requirement run -- from the date of issuance of the visa and each subsequent reporting to immigration or from the date of re-entry intoThailnd after leaving? Does leaving Thailand and re-entering restart the 90 day clock for reporting to immigration purposes?

The 90 day address reports are for those remaining in Thailand more than 90 consecutive days. If you depart the count stops, if you re-enter the count starts then. Your first application for an extension can also be included as an address report, but other wise they are seperate requirements.

It's not just you, but there are questions practically everyday and I just don't understand how there can be so much confusion about something so simple.

If you have a multi entry Visa then you go out of Thailand and do not report in Thailand.

Reporting is for those who hold an extension from Thai Immigration.

If you hold a multiple reentry permit for an extension of stay, then the day you return to Thailand is day 1. Leaving Thailand resets your 90 day clock.

Dont forget if you are staying on an extension you will require a re-entry permit if you wish to travel outside the country.

Will immigration charge you both an overstay and the 2000 for not reporting if you overstay a 90 day entry?

If you have a 1 year multiple entry Non-O/A visa, you can leave an re-enter as many times that you want and receive permission to stay in Thailand for 1 year as long as the VISA is valid. However, if you remain in Thailand for 90 days without leaving you must submit a TM47 form and report your address.
