She cannot, though, apply to remain in the UK after the marriage; she will have to return home and apply for settlement there as his spouse if she wishes to live in the UK after the marriage. This is the topic in question. The embassy never actually answer the question I see little need to apply for a special visitors visa now registrars see it totally differently to the UK/BA.
