If you live in or are a resident of Wisconsin and want to renew by mail see this

TO RENEW BY MAIL

Wisconsin residents who are temporarily out-of-state when their license renewal is due, can renew by mail.

  1. Fill in the Wisconsin Drivers License/Identification Card Application form.
  2. Have a vision test done by a vision specialist and have them fill the Certificate of Vision Examination.
  3. Mail the above forms along with your mailing address and a check or money order made payable to "Registration Fee Trust" for the renewal fee ($34 for an 8-year renewal), to:
    Wisconsin Department of Transportation
    Driver Information Section
    P.O. Box 7983
    Madison, WI 53707-7983

I remember reading on the State Department website that a passport can be renewed anytime before the expiration date. They recommend that you renew atleast 9 months in advance before you take your next trip though.
