All the Big-Box stores sell cartons of cigarettes. they are usually hidden behind the counter near the liquor. In town, they can be found at the local liquor distributors. Again, usually behind the counter so you have to ask for them. As long as you are looking for a major brand, any liquor store should have them.

whydo you even smoke cigarettes if you dont inhale?

even if you dont fully inhale, you still get lung problems for being a second hand smoker, unless you are saying you dont breath in at all throughout the period

back to the topic, you could get boxes of 10, but not 20 from 7-11. but those are in either transparent casing or the cheaper and compact packages unlike the one you see in duty free shops
