How is this different from the 'classic' marriage visa (put 400k THB in a bankaccount in your name, go through the 1 month test period and get a visa for another year) ?

Is having a Thai child making things easier than being 'just' married ?

No difference, it is actually both an extension for reason of "being a family meber of a Thai national".

The submitted proof differs a little bit, but the financial requirements are the same.

Having a Thai child while married makes it a little bit easier, as it is proof of a factual relationship.

The other subject is about visa issue from a Consulate - not extensions of stay from immigration (these are not visas). There has not been any change in extensions of stay that we are aware of.

It will depend on the type of extension of stay. They have not changed them - it is only visa issue that has been changed. So if you were here for Thai wife and wife dies so does the extension of stay. But that would not prevent you from obtaining a new extension for child if you meet the conditions.

What about divorced fathers who are here on a work permit in case they loose their job?

They would have to make alternative arrangements. 60 days to visit is easy. Extension of stay for dependents under age 20 is about the same as wife. New employment. ED visa stay for study.

Is it a local consulate rule, is it an immigration officer own rule or is it an official regulation from the Thai immigration?

It appears to be a rule by the Thai Foreign Ministry, for all Thai consulates/embassies.

It has nothing to do with extensions of stay.
