First people complain that the government isn't educating the people.

Then they put up signs and billboards, open and advertise a hotline where people can call, and work with local district offices to educate in the villages.

And still we complain.

There's no doubt there are signs out there.....and for helmets too.....and they may even persuade a few people.

This situation needs drastic measures though.
