Is the Had Lek - Koh kong crossing open to Thai/Khmer nationals?

I did the crossing years ago (2000/2002;can't remember exactly) with a Thai national but remember it being temporarily closed after that due to some political shenanigans. Presumably it's long since re-opened?

I normally fly and spend most of my time in Cambodia these days so I'm out of touch. I'm thinking of land crossing the other way in early Feb. with a Cambodian national, this time.
