Does anyone know how to register a Non-Governmental Organization in Thailand. An overseas charitable foundation wants to offer free afterschool classes to poor Thai kids, and they are interested in figuring out the legal issues involved, e.g.

Do they need to be a Thai registered NGO?

How do you apply to become a Thai licensed NGO?

Would they need majority Thai ownership?

Would they need an MOE license/accreditation if they don't give degrees/diplomas/certificates?

Would they need a Thai director/head teacher?

Any other hoops they would need to jump through?
