What's the difference between a strand and an outcome? How are outcomes measured?

Outcomes are what is supposed to be accomplished during a three year period. How are they measured? Well, that is a post for another time, as I haven't got time to transcribe them LOL. Anyway, outcomes are measured by how well students do on the Thai national tests. Sorry I cannot be more specific.
