You are looking for herbal teas which is not made from tea leaves. Try foodland or friendship as they have many of these types of products.

Any "tea" made from tea leaves will have caffeine.

Herbal teas do not come from the Camellia sinesis plant and are not really tea at all. Herbal teas, also known as tisane, are infusions of different botanicals, such as non-tea tree leaves, roots, berries, fruits and seeds, with hot water. Since the plants used in making herbal tea do not contain caffeine, herbal teas are naturally caffeine free.

In Thailand chamomile, ginger, and lemongrass tea is readily available and contains no caffeine.

I just remembered a very popular fruit used here in Thailand for making tea called Bael fruit. You can buy it in nearly any Thai store but I have never seen it sold as ready to brew tea bags or instant tea. It's sold as sliced, dried fruit that looks like this

To make the tea you must first expose the dried fruit to open flame for several seconds on each side before you through it into boiling water. After you have steeped the fruit in water then it's very easy to strain the fruit out and you have some very very good tea. I personally like it cold but my wife ejoys it from warm to hot.

Quick google search found these more detailed instructions

decaf is not what he is looking for. He is looking for caffeine free. I was just in Friendship last night and had a look and they have tons of herbal teas that have no caffeine. They also have actually tea where the caffeine has been removed (as much as possible) that are labeled as decaffeinated.
