Does it mean unscrupulous companies offering trips etc without the necessary insurance, health and safety certificates, employing underage people, companies selling fake/copied articles, unlicensed tuk-tuk's/taxi's/mini buses offering sightseeing trips or perhaps bars/massage establishments that have women offering sex for sale? Does this 'tourist mafia' encompass the police who offer 'protection' to bar owners, restaurants/hotels/national parks/zoo's who practice 'duel pricing'?
