PM requires joint Parliament sitting to vet NASA request

BANGKOK, June 29 - Prime Minister Yingluck Shinawatra said on Friday that a joint sitting of both houses of Parliament will deliberate the US space agency's request to use U-Tapao naval airbase for a regional climate study project even after NASA has already cancelled the project.

The premier explained that the mechanism of parliamentary review is needed to scrutinise it as a matter of national interest.

Ms Yingluck made her statement after the United States National Aeronautics and Space Administration (NASA) called off its airborne science mission planned for Southeast Asia this year citing an "absence of necessary approvals by regional authorities in the timeframe necessary to support the mission."

The US space agency earlier set a deadline for the Thai Cabinet to decide whether to grant permission by June 26, but the cabinet referred the matter to parliament when it reconvenes in ordinary session in August following criticism from the opposition Democrat party and others.

The premier said that once the joint sitting concluded the matter, it would not be necessary to bring it up again once the US space agency decides to continue the project next year.

She stated that parliament is the appropriate mechanism to solve the problem and that she will not hit back (at the opposition Democrat party's allegation about the government's mismanagement that led to NASA cancellation). Instead, Ms Yingluck said she wanted all parties to work together on a transparent basis. (MCOT online news)

Seriously? They are still talking about this thing after it has already been killed and buried? Dealing with the issue now in order to save time next year may be a waste, for there has yet to be any talk about doing the project next year. Strange...

I really hope the US goes elsewhere for this project after this BS Political Session by the Thais. NASA has already said there are other places they could do the project from and I hope they do that and I hope they exclude the Thais in any way now after this BS.

Yes... but she won't be in power next year. So even if NASA decides to come back, they'll go through the same BS with a different PM's incompetence/indecision. She's just trying to show she can make a decision, even if it is kangaroo court!

And mighty presumptuous... "once" the US decides to continue. HA!

Yeah that's a little presumptuous of her. Isn't it funny how they feel as if they are so indespensable they can snub the US and the US will still come back to them...

There was probably an underlying reason as to why NASA would want to have a base in Thailand. We don't know all the facts. It's probably best to keep the US out anyway.

because....

It was a short term use of a airport for a couple of scientific planes,

maybe add a on ground radio room, not a full fledged airbase.

It should not be "once" or "if" - it is "not"

I talked to some friends in Goddard yesterday and they said that the budget is now to be reallocated for this year.

They will not allocate any more funding for this issue in the fiscal allocation for political reasons.

They have heavy pressure from republican congressmen to de-fund all climate activities under NASA and re-allocate the budget to manned space - if the republicans win the white house in November this is what will happen, and no allocation will be in the 2013 NASA request.

I believe NASA cancelled Thailand rather than the other wany around. As the article points out, the U.S. has many other alternatives.

I don't think even the Thais understand their own decision making process, it is rather baffling.

What decision making process....this was the problem with this...they dont have one....never mind understand it

Some information for those of you who genuinely are interested into why this didn't go ahead as who have already made their one state minds up:

Article 190 of the constitution states that before any international agreements are made by State agencies with foreign powers the agreement/s have to be discussed in parliament first. Well actually, not all agreements, it depends on how the judiciary sees fit at the time - there is a fluid interpretation of Article 190.

Discretion being the better part of valour and bearing in mind the CCs recent actions (and determination of the dems to get back into power by any means possible other than the ballot box) the government thought it best to discuss the deal in parliament rather than risk being dissolved by the CC for not having done the right thing.

As simple as that

Well, that is one way to look at it.
