If my wife is refused a settlement visa, how long will we have to wait until we can apply for a tourist visa?

Given that your previous posts are about UK visas, I assume this one is.

If your wife is refused a settlement visa she could immediately apply for a tourist visa. However, I suspect such an application might be considered suspect and she would need to convince the ECO that this was a genuine visit and not an attempt to circumnavigate the settlement process.

As theoldgit says, your wife can apply whenever she wants, but you will need to put in a good application to convince the ECO that she does intend only to visit. The ECO might well be suspicious of a visit application so soon after a settlement visa application was refused.
