Thein Sein sets the date to visit Thailand late this month

BANGKOK: -- Myanmar's President Thein Sein set the date to visit Thailand during July 22-24 after the delay since pro-democracy leader visited in May.

During his visit, both sides were expected to reach agreement of cooperation in various fields including a signing of memorandum of understanding on technical cooperation, said Foreign Ministry's spokesman Thani Thongpakdi.

President Thein Sein decided in the last minute to delay his visit to Thailand due since May during the World Economic Forum in Bangkok as Aung San Suu Kyi made her high profile visit to the forum.

Foreign Minister Surapong Tovichakchaikul discussed the preparation of Thein Sein's visit with his Myanmar counterpart Wunna Maung Lwin on the sideline of Asean meeting in Phnom Penh on Monday.

During the meeting, Thailand requested Myanmar to open four border checkpoints in Prachuab Kirikhan, Kanchanaburi, Mae Hong Son and Chiang Mai to connect to Myanmar's Tanintharyi, Pyathuangsu, Shan State and Kayah state respectively.

Surapong also discussed the issue of Thai nationals who were detained in Myanmar after crossing boundary to work in rubber plantation there.

Wunna Maung Lwin took the issue into consideration and would investigate the case, Thani said.

The two ministers also acknowledged a consultation between chiefs of Thailand-Myanmar Joint Boundary Commission (JBC) and wanted body to resume their negotiation on boundary demarcation soon.

Ruangkrai wants court to dissolve six parties, probe ombudsman, EC

BANGKOK: -- Former senator Ruangkrai Leekitwattana yesterday requested the Constitution Court dissolve six political parties and probe the work of two independent organisations related to the constitution amendment case.

The parties are Pheu Thai, the Democrats, Chart Thai Pattana, Bhum Jai Thai, Chart Pattana and Phalang Chon - and the two agencies are the Ombudsman and the Election Commission, because of their involvement in the charter amendment case.

Ruangkrai said he got the idea after listening to the court's deliberations last week on whether the attempt to change Article 291 of the charter was constitutional according to Article 68. Given politicians and the agencies were involved in the charter-change case, they should be held responsible - no matter which way the verdict turns out, he decided.

Ruangkrai said he also submitted objections to five Constitution Court judges, saying the justices who were involved in drafting the 2007 Constitution should be out of the case. While Judge Jaran Pukdithanakul had already withdrawn, former court president Chut Chonlavorn had not been royally endorsed as a judge after leaving the top post.

"It's for the judges to consider whether their withdrawal was in time," Ruangkrai said. "I only submitted the case because I have the right to [do so]."

The former senator said he revealed his moves, so people in society, plus the media and people involved could follow and consider how to react.

Would there be any issues to follow? "If the judges continue their role, what will be the consequences?" he asked.

Officials checking forest encroachment on Samui

BANGKOK: -- Officials from the Royal Forest Department (RFD) are conducting a survey to determine forest reserve areas on Samui Island after huge illegal encroachment and over-exploitation of the environment by tourist developments in hilly areas.

The department is expected to reclaim over 1,000 rai of forest reserve areas from the land encroachers, RFD director-general Suwit Rattanamanee told a press conference yesterday.

"We hope that by the end of this year we will take the land back from illegal encroachment as much as we can," he said.

He accepted that most public land on Samui was located in forest reserves and sloped land, which the 1964 Forest Reserve Act did not allow any individuals to occupy. However, he said Land Department officials had allowed some people to occupy sloped areas in forest reserve land.

"I wonder why the Land Department allowed and issued land ownership documents so people can occupy land in forest reserve areas," he said.

Asked about the RFD's reaction to the case of Tan Thaugsuban, son of Democrat Party secretary-general Suthep, who has allegedly encroached on forest reserve land at Mount Khao Phaeng, Suwit said his agency was waiting for results of an investigation conducted by the Department of Special Investigation.

"The only thing that we can do is interpret satellite images to study whether these plots are located in forest reserves or not, and then we will send the results of satellite image interpretation to the DSI," he said.

Mahidol sets up 400-bed hospital in Samut Prakan

SAMUT PRAKAN: -- Mahidol University has launched a project that will create big changes in the medical sector.

With a Bt6.2-billion budget, a 400-bed hospital will be built along with new sites for the faculties of medicine, nursing, and science in Samut Prakan's Bang Phli district.

The new hospital will establish itself as a centre of occupational medicine and will focus on serving local residents. Samut Prakan has more than 8,000 factories and is not far from many industrial zones on the Eastern Seaboard.

"With this new facility, we are going to reform how medical students are taught and turned into doctors too," the university's president Dr Rajata Rajatanavin said at a press conference yesterday.

He said once the Faculty of Medicine at Ramathibodi Hospital relocated its production base for undergraduates from Bangkok to Samut Prakan, medical students would be required to stay overnight there too.

"That means the teaching will not run just from 8am to 4pm. Students can learn round the clock. They will have opportunities to get closer to their medical lecturers," Rajata said. He believed it was going to be easier to inculcate medical ethics too.

"This is a new teaching approach," he said.

Currently, the Faculty of Medicine can produce just 180 doctors a year. With the relocation and new facilities, it will be able to provide between 300 and 400 new doctors annually.

"The production capacity of the Faculty of Nursing will also rise from 200 graduates a year to 350," Rajata added.

Meanwhile, the Communications Disorder Department in the Faculty of Science would be able to produce 30 scientists in that field each year once the project was completed.

Dr Winit Phuapradit, dean of Medicine at Ramathibodi Hospital, said the new hospital in Samut Prakan would be able to serve about one million outpatients and 16,640 inpatients each year.

Their Majesties send message of condolences to Russian President over floods

BANGKOK, 10 July 2012 (NNT) – Their Majesties the King and Queen have sent a message to Russian President Vladimir Putin, expressing sympathy over the severe floods that washed through southern Russia on July 6.

In the message, Their Majesties said they were deeply saddened by the news about the deluge in the South of the Russian Federation which has caused heavy casualties, property losses and great damage to public infrastructure.

Their Majesties the King and Queen conveyed their deep sorrow to the Russian President and the people in the disaster area.
