I'm looking in to setting up a new company in thailand in November but need to obtain a work permit.... But just need someone to clarify a few things . Can I work there if I get a category O visa ? If not how do I go about getting one ? Do I apply in Thailand or England ?

You have provided no indications of qualifications for a non immigrant O visa. For business and work the non immigrant B visa is issued. But it appears you are not working for anyone so that would not be an option either. Suspect you may have to enter on a tourist visa and set up company and obtain the non immigrant visa and later work permit here and from a consulate in the area. There must be a company and employment to support issue of a work permit.
