The simple answer to your question is; any country she likes, provided she meets the appropriate visa requirements for that country.

Your nationality is important too, and you don't say what that is!

UK

The UK operates a points based system for non EEA nationals wishing to work in the UK; see Working in the UK.

If you are British and you and your girlfriend have been living together in a relationship akin to marriage for at least the last two years, and can prove it, then she can apply for a settlement visa to the UK as your unmarried partner; see 'Unmarried Partners' in UK Settlement Visa Basics, As an unmarried partner she will be able to work in the UK immediately she arrives.

If you are an EEA national, see below.

If you are not British or an EEA national then you will need a visa, too.

European Economic Area

If you are an EEA national and moving to the state you are a national of then that state's immigration rules will apply; I don't know enough about the various regulations of member states to advise.

If you are a national of an EEA state and are moving to an EEA state other than the one you are a national of to exercise an economic treaty right; a worker, self employed, living on independent means or a student; then you can bring her with you and she can work. This would be simple were you married, but different EEA states have a different criteria for unmarried partners. The UK's is the same as for a settlement visa, but if not the UK you will need to check with the country concerned to see what their's is.

Different EEA states have different procedures for dealing with this, but the same regulations and requirements apply to all. To give you an idea of what is required have a look at the UK's; European nationals.

If you are a non EEA national then you and she will have to apply under the immigration rules of the EEA country you choose to move to. I don't know enough about these to advise.

Rest of the world

Sorry, can't help you there.

From your topic title and OP I assumed that she is Thai; or at least one of you is.

But what is your nationality?

If applying for settlement in the UK as an unmarried partner, see the UK settlement visa basics link I posted in my previous.

Links to application forms etc. can be found in that topic.

Laos is an easy option; officially she would probably still need a work permit, but that's easy to get. Best would be for you to start a business there, your wife could run it together with you but she would have the advantage of language skills since Thai and Lao are almost the same language. Even easier if she's from Isan or can speak Isan (Lao) although she would have to learn the Lao script but if you are fluent in Thai you can master the Lao script in less than a month (or week actually). That's all it took me.

Then again, maybe you want to explore options for taking her back to your homeland, but it's probably going to involve you getting married to her, applying for an immigrant visa of some sort, waiting for approval and then finally being allowed to move there and work.
