For some time now ive been using the CAT 3G '' my click '' unlimited package , and I know that there is throttling at 4GB of use ( 384Kbps )

At the moment Ive reached this throttling point , and get the following average speeds .

The Thing that can't understand is that when I now download any thing , I get about the same download speeds

It doesn't matter what sort or type of download , or if I use a download manager, the download speed is all ways about the same ( 46/46KBps ) .

I am wondering what sort of download speeds other CAT 3G users are getting once the 384Kbps throttling kicks in ?

Not sure I understand your question but 46 KBps (Kilo-Bytes per second) is roughly equivalent to 370 Kbps (Kilo-bits per second), remembering that 1 Byte = 8 bits.

Note that any disparity between 370 Kbps and 384 Kbps is likely due to overhead or inefficiencies in packet-based transmissions - dropped/re-transmitted/error correction/headers.
