This is my first Visa run, after getting my initial entry into Thailand via Malaysian on a 60 day Tourist Visa.

No it does not mean that. To obtain an extension of 30 days you have to visit immigration with a form TM.7 and pay 1,900 baht. The 30 days is what you would get visa exempt if arriving by air and 15 days if by land.

The only Thai Consulate that was not providing visas because of extension was Penang and from limited recent reports that policy seems to have ended.

As stated, why don't you go and get a 30 day extension in Thailand 1,900 Bhat. You can get a number of single or double entry visas before any country will deny you. Get the extension then go to a neighbouring country and get another single or double entry tourist visa, and extend again in Thailand.

I am Canadian and extended my dual entry (obtained at the consulate in Toronto) TV twice. After it was used I went to Vientiane and got another dual entry TV from the embassy there with no hassle whatsoever, which was also extend twice. I went back last July and got an ED visa, also no problem. Just to clarify, a dual entry means: one 60 day entry followed by a 30 day 1,900 baht extension, then exit Thailand for 10 seconds, in my case, in and out of Burma, to activate the second 60 days which was also followed by a 30 day 1,900 baht extension for a total stay of 180 days. Rinse and repeat. BTW - go for a dual entry, saves time and money.
