Can someone please tell me when was all the information made available in relation to the new rule change in July.

This was the original consultation document published in July 2011:-

There was also a press release at the beginning of June this year, and a statement of intent published at that time.

Plus many topics on this, and similar forums, since the consultation was started in July 2011.

Whilst it is understandable that an ordinary member of the public may have missed this until the time came for them to make an application, it is unforgivable if anyone calling himself a professional adviser was unaware of the changes and new requirements.
