Part Time English Schooling

An extended family member, an eleven years old boy has just moved into Pattaya. He has been enrolled in a government school meanwhile. His mother didn't want to put him into an English speaking school environment as he has no English and she feels he would fall behind in other studies because of this. Also his first time in a city from a farming environment, so I would imagine everything else is a bit strange too.

Does anyone know of a structured part time class, say every Saturday for example, or evening classes where he could attend and achieve a decent level of English, say for a year or so?
