The fit and proper person test is surely unfit for purpose, you would have thought the lesson would have been learned with the Israeli Gaydamark clan and the debacle at Portsmouth, but no. The Premier League is fast becoming nothing more than a showcase for foreign gangsters to launder money and compare penis lengths. Maybe about time people stopped buying into it and started asking Scudamore a few telling questions, like,

How does Tony Fernandes pass a fit and proper test when his company openly bankrolls Premier League referees?

I don't see much in that article that would rule that Russian out on 'fit and proper person' grounds. Nothing proven, loads of conjecture and actually, in the context of the Russian Wild West (same as US in its development phase), pretty tame stuff.
