BANGKOK, Dec 4 – Thailand’s Administrative Court today refused to rule on a request to suspend the allocation of 3G licences by the National Broadcasting and Telecommunications Commission (NBTC) to three bid winners.

The Office of the Ombudsman earlier asked for the court’s decision not to issue the 3G licences to the bid winners, charging the NBTC with granting the licences without fair competition as stipulated by the constitution.

The court said the Ombudsman was not authorised to file a petition on the case.

In an auction on Oct 16, the NBTC awarded licences for mobile services on 3G spectrum to Thailand’s three largest mobile phone companies—Advanced Info Service (AIS), Total Access Communications (DTAC) and True Move.

The bid results drew criticism and protests from different quarters of Thai society, including the Finance Ministry.

The NBTC is obliged to issue licences to the bid winners within 90 days after approving the bid outcome. (MCOT online news)

I have no doubt there will be more complaints...no doubt someone's rice bowl was upset by the 3G auction.... but hopefully the complaints will go nowhere as it appears govt and judiciary now know the public wants this 3G capability to be implemented. Now, will it really result in improved 3G coverage and speeds...probably for folks living in and near cities but probably not out in the sticks....and maybe even lower prices and data allowances? Guess we'll have to wait and see.

The Ombudsmen investigate complaints by the general public against public officials and agencies. They have the power to prosecute but not to enforce judgments.

Seem like either Wikipedia or the court is wrong.

But in this case I'd rather wish he'd stay out of it and just let 3G go ahead.

Worst of all it's the ignorance and unwillingness in investing in the proper broadband and telecom infrastructure that has never been taken seriously.

Worst of all will be the millions of devices all of a sudden on the internet. They don't seem willing to invest in proper bandwidth at the international gateways. Certainly not keeping up with the demand seems the way they work. So who besides me could care less about faster internet within Thailand.

Its not like the internet within Thailand is slow now, if we are talking a regular connection. The problem will be when 3G is all around and all the smartphones, tablets etc will have a much higher demand on the allocated international bandwidth we have. Millions of more devices and I'm betting the last they will upgrade are the international gateways....

It's not really a big deal. 3G offers more bandwidth than the underlying Internet can supply anyway.

That's true, with standard 3.0G you can get 7.2mbps down.

The improved 3G or also called 3.5G or HSDPA/HSDPA+ 42mbps

The 3G auction should be entitled for licensing up to the 3rd Generation 3G, which is 3GPP2 or 3.75G

it can give speeds up to 337mbps speeds, depending on the hardware of phones and cell towers.

It's true that this license is very late to be delivered, but does not mean that in a few years it will be obsolete.

I believe it can be acceptable for a decade or two.

With this licensing you are talking about a decision of a technology to be used for decades.

it's much more serious that most people think, so it's natural that a many people are worried if their pockets wont be filled up from corruption, and also many want it to be as fair as possible...

so you know how it is in thailand when people are in disagreement of interests, things can go on FOREVER....

I just don't get it. Why is it in the interest of Thai people (or Thai government, who represent the peoples' interest, right?) to delay and delay and delay the introduction of 3G?

The technology is not slow .... it's the slow decision making that is making the adaptation of new technology slow.

Second time I came to BKK, I asked a friend (resident) what's up with 3G? He said "It's a decade away, it's the thai way. But don't worry 2G is really good here".

That was in 2008/2009.

I tested DTAC's 3G last month and I can say it's a long way from being useful.

Look up the definition of "Ombudsmen". They only have the power, (and very little at that). to question actions taken. They are not judges, lawyers, just someone to be your friend and listen to your complaints. That does not even mean that they agree with you. You still have to have a solid case to prevail. Lacking that, you have nothing.

Technology never does very well in corrupt authoritarian cultures. You need the freedom to experiment and the confidence that your work won't be stolen or misused to produce effective technology. You can force people to labour, but you can't force them to think.

You say, I get an average of 8 KB/s download on my Dtac 3G for the past 2 days.Opening any page on Thaivisa between 10 and 18 seconds,that is before it starts loading.

, and I can see the Dtac signal tower when I look through the kitchen window.

They're definitely moving on.
