Anyone ever apply for a Non Imm 0 Visa from Manila ? How easy? How long did it take ?

Do not believe Manila is on anyones top ten list for any type of visa.

I asked the same question a few months back (only because I happened to be in Manila), the general consensus of opinion was 'forget it'. I doubt much has changed.
