BANGKOK: -- Bangkok Governor Sukhumbhand Paribatra will submit his resignation today and it will take effect tomorrow after he acknowledges charges of approving a 30-year hire contract for BTSC without due authority, according to Democrat leader Abhisit Vejjajiva. BTSC is the operator of the current Skytrain system.

The Department of Special Investigation (DSI), meanwhile, is looking into not just the 30-year hire contract but also the Bangkok Metropolitan Administration (BMA) decisions to build three Skytrain extension routes on grounds that the decision-making right might have belonged to the Interior minister.

If convicted, Sukhumbhand faces up to one year in jail and a fine of up to Bt20,000.

"The punishment may be light. But if it goes to the Civil Court, the amount discussed in court can be in the tune of up to Bt200 billion," Pol Lt Colonel Thawan Mangkang said in his capacity as lead investigator into the case against the BMA over Skytrain contracts.

Abhisit said Sukhumbhand should have no problem contesting his re-election because the incumbent governor was not accused of graft or malfeasance, but only of approving the BTS extension contract without due authority.

He said Sukhumbhand's resignation would take effect a day before he completes his term.

The governor decided to resign before completing his term so the new Bangkok governor election is held two months later to make the race fair to all sides, Abhisit said.

"We want the election to be fair without Sukhumbhand holding office," Abhisit said.

The DSI has summoned tomorrow Sukhumbhand, eight other executives of the BMA and representatives of Krungthep Thanakom (KT) - BMA's investment arm - and BTSC - to face charges related to the alleged irregularities in the 30-year hire contract for managing the Skytrain services.

The DSI alleged the BMA practically extended the concession of the BTSC without first seeking approval from the Interior minister, but the BMA argues that it simply hired the BTSC to operate the services without extending the original concession.

Sukhumbahand was elected as Bangkok governor after Apirak Kosayothin, now a Democrat MP, stepped down four years ago.

BMA Deputy Governor Teerachon Manomaipibul said he yesterday filed a complaint with the Office of the Ombudsman, calling for an investigation into DSI chief Tarit Pengdith.

Teerachon alleged Tharit had no authority to conduct an inquiry into the BMA, KT and BTSC over the BTS service extension - and that Tharit violated Articles 157 and 200 of the Criminal Code.

Teerachon denied the BMA had once sought the Interior |minister's approval for the |Silom-Taksin Bridge-Bang Wa BTS route as claimed by Tharit. He said the BMA simply told the interior minister it would reclaim its assets to facilitate the BTS extension.

Thawan said if Teerachon did not respond to the summons, the DSI would seek an arrest warrant for him.

Pairoj Nanthatanti had been sought since last Thursday(January 3), when the mutilated and burned body of his former girlfriend was found in an apartment building in Nonthaburi's Pak Kred district. He had gone into hiding and was dressed as monk when he was trying to cross the border, an informed source said.

His car-presenter ex-girlfriend, Acharanee Rakcheu, 22, was found with her throat cut, body slashed and covered in burns. Based on security-camera footage, police issued an arrest warrant for Pairoj. He didn't resist arrest yesterday by officers from Provincial Police Region 1 and the local police. He was to be interrogated first at Chiang Mai police headquarters before being sent to Nonthaburi.

Public healthcare restructure plan to streamline system

Ministry aims to set |up three key utilities

BANGKOK: -- The government is expected to set up a new mechanism to improve national healthcare and make services more effective.

The move would put in place three key functions to drive public healthcare - a national health authority, healthcare purchaser and healthcare provider, the permanent secretary for Public Health Dr Narong Sahametapat said yesterday.

Narong spoke at a meeting of National Health Security Board (NHSB) members chaired by Public Health Minister Pradit Sinthawanarong.

"This is a new direction we are taking to improve the country's public healthcare system," he said.

NEW REGULATOR

In addition, a national health authority, overseen by the ministry, would be put in charge as regulator and policy maker.

Meanwhile, the three health funds - National Health Security Fund, Social Security Fund and Civil Servant Medical Service Benefit Fund - will become service purchasers and manage the budget in compliance with government health policy. Healthcare units across the nation will become service providers under the policy.

The ministry believes this new mechanism will improve the management of public healthcare schemes, making them more effective.

The NHSB will also ask Cabinet to make the National Health Security Office (NHSO) a national clearing house, so it can seek reimbursements from the three health schemes.

This way, the NHSO can make payments to healthcare providers and then be reimbursed by schemes later.

The NHSO will also build a database of both in- and out-patients so it can work out the financial situation of each health scheme and find a way of curbing rising costs.

'First-cars' not sole reason for Bangkok’s traffic woes

BANGKOK, Jan 8 – The Thai government’s tax incentives for first time car buyers which spurred auto sales last year is not the only cause of traffic congestion in Bangkok, according to a senior Transport Ministry official.

Transport Minister Chadchart Sittipunt said construction at a number of locations to expand Bangkok’s mass transit system and bottlenecks on many roads are also in part to blame for the snarled traffic.

He was referring to increasing complaints on the worsening traffic situation in the capital and some peoples' finger-pointing at the government’s “first-car scheme.”

He said 274,598 newly-purchased vehicles under the first-car scheme were registered between September 10, 2011 and October 31 last year, representing 59.13 per cent of the total new cars in Bangkok.

A total of 464,394 new cars were registered, an average of 1,190 cars a day, he reported, adding that 366,109 were sedans and 98,285 were pick-up trucks. (MCOT online news)

'Sonamu' downgrades to tropical depression

BANGKOK, Jan 8 -- The Meteorological Department of Thailand announced that tropical storm Sonamu in the lower South China Sea has been downgraded to a tropical depression but would cause rain in the southern region of Thailand from Songkhla further south.

In its 16th statement issued on Tuesday morning, the Meteorological Department said that Sonamu declined to be a tropical depression at around 1am and the storm would eventually disappear over the lower South China Sea.

However, the weather department warned that scattered rain is expected in the southern region from Songkhla downward during the next 1-2 days.

Meanwhile, a moderate northeast monsoon prevailed over the Gulf of Thailand. Waves some 2 metres high remain in the lower Gulf of Thailand from Songkhla downward.

All ships in the areas should proceed with caution during this period. (MCOT online news)

Lampang holds elephant fair, January 9-13.

LAMPANG, Jan 8 - An elephant fair is set to start this week with various activities and light and sound shows in the northern province of Lampang.

The National Elephant Institute, the Forest Industry Organisation provincial office and the Thai Elephant Conservation Centre together are offering an event called "The Great Legend of the Thai Elephant.".

An elephant parade, with elephants carrying images of the Buddha, took place today to promote the event which opens tomorrow, Wednesday through Sunday, at the Thai Elephant Conservation Centre here. The official opening will be held Wednesday.

Many activities will be held from 9am to 10pm for local visitors and tourists alike, including a photo contest, and a contest to dream up a motto, a theme about elephants and environmental conservation.

A light and sound show will be performed each evening. (MCOT online news).

Activist group seeks government rejection of ICJ ruling on border dispute

BANGKOK, Jan 8 – The anti-government People’s Alliance for Democracy (PAD) petitioned Prime Minister Yingluck Shinawatra today, calling on her administration to defy the pending ruling of the International Court of Justice (ICJ) on the contested land surrounding Phra Viharn (Preah Vihear) temple over Thai and Cambodian ownership.
