I am looking to go to Pnom Penh (excuse the spelling) to apply for a 12 month non Immigrant O visa based on marriage to a thai citizen.

Can someone advise whether or not this is possible, as hassle free as Penang and any other advice.

From reports you could probably not pick a worse place for any kind of a visa. Urge you to reconsider. You will not get it there I am sure. The only place in the area that you are likely to get a multi entry non O is Penang.

... I've got a Multiple Non Immigrant "O" one year ago in KL, I dunno if it is still possible, but that was pretty easy!

I think Vientiane, Laos is a much easier place to get a Non-Immagrit visa based on marriage. I got one there with no problem; however, mine was only for 3 months and now I am doing the extension process to extend it out to a year.

I think the only reason to get a Thai visa in Phonom Phen is all the other Thai embassies around the world dissappeared for no reason and Phonom Phen was the only one left.
