BANGKOK: -- Deputy Prime Minister Chalerm Yoobamrung yesterday criticised Defence Minister Sukampol Suwannathat for his public statement that he disagreed with Chalerm's proposal for curfews in the Deep South, telling the former air chief marshal to ask the prime minister to give him the job if he thinks he can do it better.

"I am the director of the new operations centre dealing with insurgent violence in the Deep South, and what do I do if I am given the post but not allowed to propose ideas to do the job," Charlerm said.

Chalerm's proposal was for curfews at staggered times in different areas each night, but Sukampol immediately shot down the idea in public comments without first discussing it with him.

Chalerm's proposal also involves imposing the Emergency Decree in "red zones" - areas with high insurgent activities - while the less draconian Security Act would be in place in safer areas, or so-called "green zones". The most dangerous zones would have curfews, but at different locations and times each night in a bid to keep insurgents off balance.

A meeting of the new operations centre on February 15 will decide on the curfew proposal, he added.

Well if he discussed the issue privately in a meeting first, it wouldn't lead to a public rebuttal. Duh.

The most dangerous zones would have curfews, but at different locations and times each night in a bid to keep insurgents off balance.

So there would have to be a public notice and schedule of these curfews? I dont suppose it occurred to Chalerm that the so called insurgents would also be notified. What a dumb ass!

Deputy Prime Minister Pol. Capt. Chalerm Ubumrung said on Thursday that whether or not a curfew will be imposed in the Deep South is up to the resolution of the Committee to Mobilize Policy and Strategy to Solve Problems in the Southern Border Provinces.

He stated that the Committee has actually resolved to invoke the Internal Security Act in the green zone and the Executive Decree in the danger zone, as well as to impose a curfew in the red zone or areas where cases of insurgent violence have constantly been reported.

Pol. Capt. Chalerm said that more cooperation is required from related provincial governors in tackling the violence after it is proven that state efforts to date have failed to rein in the problems.

He said that local officers are asked to give input on the determination of the areas deemed violence-prone and where the curfew may not be needed.

When an idea comes to mind, just why do they not think it through first before announcing it as 'a grand scheme'?? All it does is make them look like numb skulls when people pick holes in it in milli-seconds of it being touted.

The area targeted for the Southern Seaboard development and a new petrochemical complex may be shifted to Pattani, from Sichon district in Nakhon Si Thammarat, in a bid to improve social, economic and political stability in the three restive southernmost provinces.

The shift to a coastal area in Pattani was proposed by Prime Minister Surayud Chulanont, according to Energy Minister Piyasvasti Amranand.

Dr Piyasvasti said the premier expressed the view that the violence in the southern border provinces would end by the end of this year, and that moving the Southern Seaboard to Pattani would send a strong signal to local people.

Petrochemicals and chemicals are the most appropriate industries for the Southern Seaboard as they would provide huge economic benefits to locals, he added.

Governments for two decades have been discussing ways to bring more industrial development to the South. Lately, the talk has taken on more urgency because of pollution and environmental problems in the heavily industrialised Eastern Seaboard centred in Rayong province.

The National Economic and Social Development Board (NESDB) is expected to complete a study on the Pattani proposal within one month, said Deputy Industry Minister Piyabutr Cholvijarn.

Further, will the insurgents respect the curfew and go home to bed? No!.

Obviously they would just laugh at this idea, they have proven again and again that they are masters of surprise, ambush etc. Curefew would mean nothing to them.

In many people are home early, then the insurgents will probably change their strategy and target (bomb / shoot up, whatever) the homes of the people they have decided to target after curefew has started. And/or just change their timing to attack their targets in non curfew times.

Just more ill conceived band-aids.

Hardly surprising given it duplicates the "successful" policies her brother enacted in the region.

Prime Minister Thaksin Shinawatra yesterday defended a decree giving him sweeping emergency powers to combat a violent insurgency in Thailand's Muslim-dominated south.

The decree announced on Friday would give Thaksin the authority to impose curfews, ban public gatherings, censor news and close publications. Suspects can also be detained without charge, property can be confiscated, and phones tapped.

Its provisions were immediately criticized in academic and media circles.
