Can Social Security Insist We Have Direct Deposit Through Bangkok Bank If We Live Here?

Update:

Six weeks ago I emailed my SSA rep (in Manila) saying I had inquired about the usage of a Bank of Bangkok card in Thailand and the USA if I set up my SSA direct deposits there. He had told me to go a local office and ask (of course, I posted here to get the real truth instead). I wrote saying the Band of Bankcard ATM card was not suitable for my needs and would be using an U.S. bank. No reply to my email. Then I emailed him a scan of a SF-1199A direct deposit form signed by a USA bank. No reply. I re-sent asking for acknowledgment of receipt of the 1199. Still no reply. Appears he has stopped cooperating (even communicating) once told I was not going the BofBKK route. Next week I will be back in the US for the first time in 2 years and will go to my SSA office there and reset my current address of record to my US address. Then I will not be in SSA Manila's jurisdiction once I return here. At least not until after residing another 6 months here.
