RandomSand
Contact Skype technical support. edit: if the problem only appears when using you own ISP; then problem would indicate limited network capacity to send (upload)... Contact your Internet Service Provider. Edited February 17, 2013 by RandomSand
innerspace
Possible internet connection issues, if they cant hear you normally upload related. Also if you can login to the router make sure upnp is enabled.

MJCM
OP, try this page: https://support.skyp...windows-desktop and especially this page https://support.skyp...-person-hear-me Edited February 20, 2013 by MJCM
Dork
Possible internet connection issues, if they cant hear you normally upload related. Also if you can login to the router make sure upnp is enabled. Agree with this. Do a local speedtest (e.g. http://speedtest.thaivisa.com/). If the results are as they should be then not having upnp enabled is very likely causing the problem.
USNret
Did you try the test call where you record & listen to your own voice? If you're recorded voice has poor quality, this means your upload speed it too slow. It is pretty normal to have a fast download speed & slow upload speed, which means you can hear your friends clearly but they can't hear you.
