A birth certificate does not need to be renewed. It is issued once and remains valid for the whole life.

Perhaps you mean replaced?

I don't know but I'd guess it'd be easy enough to call the district office and ask them directly, wouldn't be at all surprised if you couldn't handle the whole thing remotely, pre-pay for DHL. . .

Apparently you need to look for the "E-government" information center, if they can't help directly then they may be able to tell you what you need to deal with the amphoe office from overseas.

The last time I help some one, they had to go back to the Amphur at there local province where they where born. Maybe have to take a witness to confirm that your child was born in what ever year,
