Sounds like an invitation to do 11 things even though some of them should never be done under any circumstances.

Also noted the OP said in some areas.

Come to Chiang Mai and watch all 11 things being done as a normal way of celebrating Songkran

Here are my eleven rules for Government officials ... as little chance as heir rules for Songkran have of being followed.

1- Do not get involved with corruption

2- Do not lie

3- Do not drink in Government House

4- Do not steal

5- Do not ask citizens to do what you yourself will not do

6- Do not make silly rules that no one will ever follow

7- Do not organize a mass protest when things do not go your way

8- Do not pay your way out of being found guilty for any illegal offence

9- Do not have friends stand outside of voting stations with envelopes

10 - Do not burn down Bangkok

11 - Do not flee the country when facing criminal prosecution

This is also a good list !!

I already know of one group of guys who were asking if it was even worth coming to CM for Songkran now. Instead of the famous images of running water battles in trucks in downtown they will have to stand around the moat drawing one bucket of water after another and throw it at other people doing the same. Suddenly it all sounds very boring.

1. Don’t buy or sell anything on the sidewalk. Unless it's alcohol....

2. Don’t turn on your stereo amplifier. Only those with more than 500 Watts....

3. Don’t carry water in your pickup truck. You better have some, if you leave your kids inside......

4. Don’t play with water in your pickup truck. Please don't pee in your pick up, go the the bathroom.....

5. Don’t use high-pressure water guns. Only middle pressure guns, not more than 350 PSI...

6. Don’t throw ice at other people. Don't throw money at people, some still pay good money for it and smoke,or shoot it....

7. Don’t use baby powder.Unless you have a real baby and it's made by Johnson's........

8. Don’t harass women. Let them harass you after some beer and whiskey.......

9. Don’t sell alcohol in alcohol-free zones. Give it to your friends for free. Not even the police stations are alcohol free those days......

10. Don’t consume alcohol in cars. Please enjoy your drinks on a Tuk Tuk, Jet ski, in front of a police station, or just in front of your car.

11. Don’t drunk-drive. Let those drive who've got a huge problem to walk, they got to get home somehow.....
