Anyone know the procedure and times to go from Laos to Bueng Kan for a non Thai?, Thanks

Check with immigration if that is an international border crossing or not, if not (what I suspect) you cannot use it for travel to and from Thailand. (But they may allow day visits, not sure if that is your plan).
