Or do they ship anywhere they please?

H&K licenses manufacturing in Thailand.

This is why I ask, as H&K also licenses in Pakistan, Turkey, and Iran. As you might imagine, those countries are not signatories on any sanction agreement, meaning they can export anywhere, regardless of import sanctions on countries with dismal human rights records.
