I currently have 1 year ED visa until February 2014. But I resigned from the University so it would cancel the visa. When I went to CM immigration they told me I need a letter from the University which states that I am not one of there students anymore in order to cancel my ED visa and get a new one.

But my University is VERY slow and have failed to make me a letter since before Song-kran.

Can I just change to another visa such as tourist visa via Viang Chan without the letter from my University?

You should have told immigration that you can't get that letter. You are now on overstay at 500 baht a day with a maximum of 20,000 baht since your last "school day", which should be stated in the letter.

Leaving the country they could ask you why you don't have a re-entry permit.

if no questions asked, you could get a tourist visa in a neighboring country.

You resigned from the university. I think you mean dropped out. Did the university contact immigration about this? If yes, then as Mario2008 has stated you will now have to pay 20,000 baht. If no, then be polite get the letter to state you are no longer with that university and go over the border ASAP. I still feel you you be hit with the 20,000 baht fine either way as it is now the 26th of May 2013.

@Marioa2008 I did tell the immigration I couldn't get the letter, but they just said I still need it. I am aware about the 500/day with a maximum of 20,000 baht fine. My overstay should start counting from the day my university issue the letter because

that's what they said every time,(I asked and checked about 10 times) So If things go as my university says I'm still not overstaying.

@Eddy B Dropped out, yes. The university never contact the immigration. I have been politely asking for the letter almost 2 months and the only response I get is, "Ok, we'll get the letter in 3 days so please come back then,,,,Oh, sorry we haven't got the letter yet can you come back a week later?,,,,,,We know it's important but we haven't made the letter yet, tomorrow I'll check and call you. ,,,,,,,, Next day I didn't get the call.

You would understand if I get pis*ed off after 2 months of come back in 3-7 days, because I can't make my schedule to go to the border.

I'm sorry if my first post confused you but my question is if I can change my visa without the letter. Not about overstay.

I would ask immigration to contact the university, so they can confirm for themselves that you cannot provide the letter. That is how it is normally done if an employer doesn't want to give a letter so should be the same in your case of ending a study.

What I would do is write a registered leter to the rector of the university explaing the situation and pointing out that you now already have an overstay fine of 20,000 baht because the university fails to provide the letter, gain and again. Simply ask for his help in resolving this matter.

Have there number on your phone and offer to call if officer will speak to university official - have seen reports that an unofficial call from another "official" can often result in movement.
