I am confused

For 10 years I have had an ARRIVAL CARD in my passport

and must send a copy when doing my 90 day report

The 90 day count starts on the arrival date

Okay aside from the obvious that a DEPARTURE CARD is for

departing Thailand I do not understand the new rules

I reccently arrived from overseas back to Thailand and the

agent at Immigration was angry with me. I had an ARRIVAL CARD

in my passport as usual and he would not give me another

ARRIVAL CARD. Instead he gave me a DEPARTURE CARD,

crossed out the serial number and wrote another number

at the bottom

Do I now send a copy of this DEPARTURE CARD to Immigration

for my 90 day report ?

Do I fill out an ARRIVAL CARD next time I leave Thailand ?

As usual Thai logic escapes me OR

there is some information I do not have.

I'm not sure what occurred when you arrived last time, did you have a complete TM6 (both halves) filled in? Or are you saying there is a new TM6 form?

As far as I'm aware nothing has changed (my last arrival was in April).

When you arrive you fill in the 'Arrival' part of the TM6 card (I usually fill both parts anyway), the immigration officer keeps the 'Arrival' card and staples the 'Departure' card in your passport.

You send a copy of this to immigration for your 90 day.

Fill in your departure flight details on the departure card when you depart.

Re-reading the OP, do you mean you've been here for 10 years with the old style card (it changed in 2005) in your passport?

I believe there is a person who hasn't been out of the country for appx 20 years (works, pays taxes etc, not a bum) and has the original TM card. I won't say the name, but he's a well respected member and certainly wouldn't BS.

The current TM6 card has two part, an arrival part and a departure card.

When a foreigner arrives in Thailand he fills in the arrival part and gives it to immigration, while keeping the departure card. Everytime you need to deal with immrgation, extension of stay or 90 day reporting, you include a copy of the departure card.

When you leave Thailand you submit the departure card.

(A Thai person leaves with the arrival part and enters Thailand with the departure card).

Oops, other way around.

A Thai, like my wife, fills out both halves of the TM6, then departs Thailand with the DEPARTURE card, which is left at Immigration. When she returns, the ARRIVAL card is retained by Immigration.

It has been 5 years since I left Thailand

That is why I am so ignorant of a rule that may be 4 years old.

That's me, I still have my TM card from 1996, haven't left the country and every June, just finished last week, do my annual spousal visa, and never do the 90 reporting, to CM immigration, never a problem in the years I lived here since 1977

Do you have a copy of your old card? The old white with blue print card stock? Believe you will find it was the departure half that you had in your passport. At the top right corner where it says TM.6 it also says "departure card" in both Thai and English. The reverse side says Arrival/Departure card.

Here's a blank old style Arrival/Departure card.

Arrival on the right, Departure on the left.

One thing I liked about the old card was that Item 5 was the alert to do a 90-day report, which I ignored back then, but do do now.

Just to be clearer: it should be stapled in your passport and you should leave it there. You submit a copy of it, along with copies (typically) of the "permitted to stay until.." stamp and the photo page, plus evidence of address.
