That picture looks like some kind of crazy person idea of a garden feature or focal point though. It could even be classed as a form of modern art, look how it depicts the barrier between nature and urbanization. france, usa too. canada not so long ago. i'm a bit more cynical. too many in a short time for coincidence.. someone/some thing has changed tactics/ the rules for what they see as to their benefit. .
