Personal Car Refinance

I'm trying to get some more info regarding Personal Car Refinancing.

In case you're not familiar- For customers who have car ownership, but wish to get cash to pay for desired expenses. The customer can use the car to get a loan and pay installments on the car value which is similar to hire purchase.

Is anyone familiar with any decent companies in Thailand aside from GE Capital Auto Lease?
