Maybe from her brother but then isn't he after getting some of his money back from Thailand which was impounded when he was found guilty of corruption after he did a runner,

Maybe that is also costed into the loan as many of the projects for this huge loan haven't actually been confirmed. mmmm the mind boggles

Even Thaksin wouldnt be stupid enough to invest his hard stolen loot in Thailand, but one can hope.
