The ground water is way too cold for much of the year above the 30th parallel (where most of the world lives) to use the gun. I've been flushing the paper away for the two years that I've been here and in two different houses, never had a logjam. Toilet paper disintegrates almost instantly upon contact with water (or at least it's supposed to), so it really shouldn't be an issue unless people are buying some kind of heavy duty 10-ply brand.
