What is the Sars screening procedure upon arrival at the airport?

I am coming in from the U.S., but connecting through Taipei.  Will I be tested upon arrival?  Will I be required to wear a surgical mask during my stay in Thailand?

Has anyone gone through this recently?  How long is the delay?

One finger of Don Muang is being used for all flights from affected areas and a check for fever and breathing will be done as well as checking health forms that you will fill out.  recent posts have indicated anything from 15 minutes to and hour delay.  But the lack of visitors will make immigration faster so total time has not changed much.  X-ray equipment has also been installed for further checks if needed according to local TV reports.  If you live here you will be asked to remain in your home for 2 weeks and wear a mask.  If you are a tourist/businessman you will be required to wear a face mask for 14 days.  Travel is actively being discouraged so if your trip is not vital perhaps a delay would be in order.

Who is it that is discouraging travel?  Is the the Thai government?  Or is someone else?

If I am just passing through Taipei will I be required to wear a mask?
