Region 3 - SE Asia but AFAIK all players are shipped region free...

...Usually DVD players can play discs from different regions until discs from 5 alternate regions have been inserted. Then the player is finally locked to the same region as the last (sixth?) disc.

It's possible that if the DVD player is made in made in China then it might be any-region. Apart from that many brand name player can be region switched even after the final lock has happened via "secret" codes inputted using the remote... see http://www.videohelp.com/dvdhacks.

Answer is YES.

The American system is: NTSC 23fps (frames per second) and NTSC 29fps, the 29fps not compatible with the European and Thai speed DVD players and extremely difficult to convert.

Frames per second is the speeds the DVD players play back the disks, something like the speed difference of the old vinyl records, such as, 33, 45 and 78 records.

The Thai system uses, PAL 25fps (frames per second) and it`s the same system used in the UK. So no problem.

The up to date DVD players are claimed to be able to run DVDs from all regions and speeds, but is very hit and miss, some do, some don`t.

You can use a DVD ripper to unlock the region code and play DVD onto other devices like computer, tablet, phone, etc. Here is a DVD to Galaxy S tutorial for your reference. Also some freeware like DVD Decrypter, DVD Shrink can't deal with the new protection. You can try and find if the freeware works or not.
