Reapplying for a Non O visa extension.

My current visa expires on Jan 05 2014 when should I submit my application. Would 24 days prior be acceptable? Thanks.

Up to 30 days early is allowed so no problem.

My understanding from previous posts is that 45 days in advance is now OK. Has there been a change back to no sooner than 30 days in advance?

It depends upon the immigration office where you apply.

Or are you asking about an extension of stay from immigration.
