Raise the minimum top bar height on balcony safety rails. I swear many of these are not suicides nor are they murders. Many of these tragedies are I believe, accidents. Balconies tend to be places people consume alcohol or go to after consuming alcohol. The effects of alcohol on the human condition are well documented and I have no need to summarise these.
