I Am Currently on a Ed Visa, (Pattaya) but have been offered a job in Issan at a School to Teach English, can I change Visa based on Work Permit or can I leave it at Ed Visa but change Address to my Issan address ?

The first thing that you do is get the paperwork from the school nd apply for a work permit. You will get a receipt, a WP#. You then take the paperwork from the school, along with the receipt and go to an Embassy/Consulate in a neighboring country and apply for a single entry Non-B visa. Laos takes 2 days, Cambodia 4. Once you get the visa you go back to the labor office and pick up you work permit. Your permission to stay can then be extended to match you work contract. You cannot legally work or get a work permit on an ED visa, but you can continue going to school on a Non-B.

There is a very good chance that the work permit office will not accept the application for a work permit with you having an ED visa. The work permit will have to applied for in the province where you are going to work.
