7 Day Extension - When can you apply?

How soon can you go to immigration to get a 7-Day extension on a 30-day entry permit? If I recall this is kind of an emergency extension so not sure if a person needs to go last minute to get it.

I have a non-internet friendly friend that flies into Thailand every other month for a month but this time he needed to stay a bit longer and booked his return ticket just over a month. He just got in less than a week ago and would be really easy for him to go to Ladprao rather than Chaeng Wattana (if situation improves). Not to mention it would make him feel a lot better and be easier for him taking care of this sooner than later especially since he has never had to deal with immigration here before. Also, he would not be comfortable with overstaying on the 30-days and then paying a fine at the airport.

I am leaving on 5 February and will need a reentry permit.

Will you please give the address in Lat Prao where I can get one for myself and others who saw the original post but can't find that post now.

I will be leaving at 5 a.m. on the 5th of February, and although I'm assured that the desk will be open at the airport, I don't want to wait until the last moment, and then discover I can't get a reentry permit for some reason after I check in.
